HANAC Weatherization Assistance Program (WAP)
At WAP, once an applicant is deemed eligible, a comprehensie energy analysis of the applicant's home is conducted. Based on that analysis and the funds available, those weatherization measures that have been determined to be the most cost-effective in reducing the applicant's energy consumption while increasing their comfort are instituted.
Depending on the energy anlysis of the building, the program may provide energy conservation measures such as high efficiency lighting, energy star refrigerators, roof insulation, boiler and window repair and replacement, and much more.
Any size building is eligible to apply. Weatherization is the only New York State Division of Homes and Community Renewal sponsored program that effectively deals with energy conservation and gives both short-term and long-term savings benefits to both landlords and tenants. HANAC conducts several thousand housing visits each year to access and provide a variety of weatherization initiatives.
Who is Eligible for Weatherization Services:
WAP is designed to benefit low-income individuals and families, particularly the elderly, the disabled, and families with young children. The New York State Division of Homes and Community Renewal will use current HEAP income eligibility guidelines for determining weatherization income eligibility.
If at the time of the application a household member receives Supplemental Security Income, Public Assistance, Food Stamps, or Home Energy Assistance Program (HEAP) benefits, the household is considered categorically eligible.
Weatherization services are completely free for eligible owners of 1-4 unit homes. A minimal contribution is required from owners of multi-unit buildings of 5 or more units.
What Services Are Included:
- Boiler testing, repairs, cleaning/replacement.
- High efficiency lighting.
- Refrigerator replacement.
- Weather-stripping and caulking around doors and windows.
- Replacement or repairs of broken windows and/or external doors.
- Roof insulation, pipe insulation, and/or side wall insulation.
- Health and safety testing for stoves, gas leaks, and levels of carbon monoxide.
- Installation of smoke and carbon monoxide detectors.
The Weatherization Process Consists of Four Steps:
- Completion and submission of application to determine the income eligibility of the dwelling occupant(s).
- A pre-weatherization on-site energy audit of the dwelling unit(s) is done to determine the specific, cost-effective conservation efforts required.
- The weatherization of the unit(s) is completed.
- A post-weatherization inspection is made of the unit(s) to review the progam work quality and effectiveness.
